The grassroots mantra is my guide to modifying:
Step 1.) Make it stop.
Step 2.) Make it turn.
Step 3.) Make it fast.
Stickier tires, brake pads/Stainless steel brake lines, swaybars, springs/struts, then engine mods.

yeah always start with what touches the pavement and work your way up by the time you get to the top its time to start over again

^^^ A very true exception to the mantra. Tubro Subie's run so crazy rich that a STG 1 map would be best to start. Well within limits of what the car can handle plus will actually yield a safer running of the engine. So with the exception in place follow the grass roots mantra. You can add in the STG1 map at any point. More fuel economy and a smoother power curve will leave you VERY happy.

+1,
I got an 06 LGT about a year and a half ago AP stage I is a great first step, everybody says stopping power but I ran stock brakes till they wore out then switched to hawk HPS pads on stock rotors/calipers and they were noticeably better...
If you want to do suspension I will give you my take... lots of people do springs then sways then this and that little things. if you want to get into the suspension just drop 1000 dollars and get a set of coilovers. I did it and am so happy I did. sways and springs and endlinks and blah blah blah ends up adding up to near the same price (especially if you dont do the installs yourself) and wont be the same ride that you get out of coilovers...
now in terms of performance after going stage I access port if you still want more power get a catless UP (up pipe) and a high flow cat, or catless DP (down pipe), then flash your car to stage 2 on the access port...

+1 Hawk pads, superblue and steel braided lines is a good brake upgrade.
Then sways.... and then springs... and then stg2... and then you put 10k into it like I did my wagon

Don't feel bad, on the RS I haven't really followed that too well.
My modding went like this:
- Stickier/wider tires.
- Engine boltons
- Even stickier tires
- WRX Brakes.
Then again, the car came with a swaybar and a decent (though stock sized) brake setup to start with. Then I got a deal on headers and a catback so I couldn't pass it up. Next up is suspension/rear brakes.

do some suspension before stage 2, i only have springs and i can only imagine the lift and roll you would get without
