I noticed this issue a couple of weeks ago. When I downshift, usually from 4th to 3rd or sometimes 3rd to 2nd and let the car slow down, I hear a whirring sound coming from the engine. It sounds like something might be loose, maybe something virbrating, but I feel like I probably shouldn't be getting that noise.
Anyone else have a similar issue?
I also had this problem with my 99LGT w/100k+ miles so I figured it was just getting old. But I doubt it's normal on an 04 Impreza with under 20,000 miles.

Is said whirring only during the downshift itself, or is it constant while decelerating?
It probably just the normal whirring sound the car makes through the tranny. You should hear my car in second gear when slowing down. Try adjusting the tire pressure so that there is 3 or 4 PSI more in the front tires than in the rear. See if that helps.

Try different combos of tire pressures between front and back too. Put 4 more PSI in the back to see if the noise increases when you do that. If that makes it worse than thats probably you problem.

Do as proxy says and the noise will go away mostly. The differential in tire pressure has to be large enough. It differs a little with the cars but is pretty universal.
I think it has to do with the weight of the car on the front wheels. When you let off suddenly the weight transfers to the front since the drivetrain is trying to slow the car since the body wants to keep moving. This compresses the front tires more making the effective diameter a little smaller and at the same time taking weight off the rear wheels making them a little bigger diameter wise. That is why I think it does it.
Just add some pressure and learn to drive a litle different. Roll off the gas.
So, did you try out what we suggested you do? Any help??

Mine made a loud bang under the dash, and clutch pedal went really Hard. So took a peak and looks likea sspring broke attached to the cluthc and swithc for the clutch, also this made awhiningsound after a few miles, so fixed it and now all is good.
